Background: Insurance companies and Republicans don't want Americans to have a choice between for-profit insurance and a public healthcare option, but they know they can't win if they fight it head on. So instead they are trying to kill a public option by requiring it be "triggered" as a "fallback" at some undisclosed time in the non-existent future. Unfortunately, Senator Thomas Carper appears to be siding with insurance companies and Republicans, instead of the people of Delaware. He's backing away from the public heathcare option, using Republican talking points saying it should be used only as a 'fallback'.
