DFH CONSIDERS ENDORSEMENT POLICY Jan. 16, 2008

In following the lead of our national organization (DFA) and our state organization (DFT), Democracy For Houston will have a SPECIAL MEETING to consider adoption of an ENDORSEMENT POLICY ( see DFH-ESC recommended policy below ) on Wednesday, January 16th at 7:00 p.m.  The SPECIAL MEETING of DFH to consider this policy will be held at the Harris County Democratic Party Headquarters, 1445 N. Loop W., Suite 110, Houston, Texas 77008. 

All DFH members are encouraged to attend.  Please keep in mind that you MUST be a current dues paying member of DFH in order to vote on this proposed addition to the DFH Constitution.  Membership dues are $15 for students, $20 for individuals and $30 for couples.

This is the SUGGESTED DRAFT of the DFH ENDORSEMENT POLICY (as adopted unanimously by the DFH Executive Steering Committee on Dec. 5th, 2007) :

Article X  ENDORSEMENTS

  Section 1:  DFH may endorse a candidate or issue in any election
submitted to the voters of the Democratic Party or general electorate in Harris County, Texas.

  Section 2:  Only Democratic candidates in partisan or non-partisan elections are eligible for candidate endorsements by DFH.

  Section 3:  The DFH ESC shall determine a nomination period prior to the Special Meeting for DFH endorsements.  All nominations shall be submitted to the DFH ESC.

  Section 4:  Nominations for endorsement consideration shall be
accepted from DFH members, candidates and campaigns.

  Section 5:  The members of DFH, at a properly called Special Meeting for DFH endorsements, shall make endorsements for a Democratic Primary, General Election or any Run-off Election resulting from these previous elections.  Candidate(s) or issue(s) for endorsement consideration must receive a 75% approval vote of the DFH voting members in good standing present to receive an endorsement from DFH. It is possible for DFH to not endorse in a particular race or for a particular issue.

  Section 6:  DFH voting members in good standing shall have the right to question any candidate or candidate's representative seeking endorsement during a Special Meeting for DFH endorsements.  DFH members shall further have the right to disseminate information in favor of or against any particular candidate(s) or ballot issue(s) whether produced by the candidate, campaign or the DFH member to the DFH members present at the Special Meeting.  No DFH member shall be
restricted in communicating his or her opinion or views either
verbally or in writing at the Special Meeting for DF endorsements.
No DFH members, including members of the DFH ESC, shall be barred from endorsing any candidate(s) or issue(s) prior to the Special Meeting for DFH endorsements provided that the DFH member doing so does not use the name of DFH in that  personal endorsement in any way.
