KLEPTOCRACY
The effects of a kleptocratic regime or government on a nation are typically adverse in regards to the faring of the state's economy, political affairs and civil rights.
Kleptocracy in a government often results in a severe deficit of foreign investment prospect, and drastic weakenings in the market and exportation/importation affairs.
As the kleptocracy often embezzles its money from its citizens by misusing funds derived from tax payments, or money laundering schemes, a kleptocractically structured political system can be degrading to the quality of life of the general populace. In addition, the stolen funds that kleptocrats take to their own gain is often removed from funds that were to go towards public improvements, such as the building of hospitals, schools, roads, parks and the like, bringing about yet further adverse effects on the quality of life of the citizens living under a kleptocracy.
The pseudo-oligarchy that results from a kleptocrat elite can also be undermining to the democracy, or any other political format the state is ostensibly under.

Homeland securityIn early 2006, the 109th Congress passed a bill containing controversial provisions that granted the President additional rights to use federal or state National Guard Troops inside the United States in emergency situations. These changes were included in the John Warner Defense Appropriation Act for Fiscal Year 2007 (H.R. 5122.ENR).
These changes were repealed in their entirety in 2008, except for the provisions of the Presidential signing statement which retained any powers, the repeal of which, the president may determine to be unconstitutional.
On September 30, 2008 the US Army announced that the 3rd Infantry Division’s 1st Brigade Combat Team (BCT) will be under the day-to-day control of US Army North, the Army service component of Northern Command (NORTHCOM), as an on-call federal response force for natural or manmade emergencies and disasters, including terrorist attacks.
This marks the first time an active US Army unit will be given a dedicated assignment to NORTHCOM, where it is stated they may be "called upon to help with civil unrest and crowd control or to deal with potentially horrific scenarios such as massive poisoning and chaos in response to a chemical, biological, radiological, nuclear or high-yield explosive (CBRNE) attack." These soldiers will also learn how to use non-lethal weapons designed to "subdue unruly or dangerous individuals" without killing them, and also includes equipment to stand up a hasty road block; spike strips for slowing, stopping or controlling traffic; shields and batons; and, beanbag bullets[2].
This also demonstrates the President's full intentions of utilizing federal troops for missions within the United States, essentially eliminating any recognition of Posse Comitatus.

- CNN: 'Top secret' weapons to be used at political convention
By Susan Rowe on Oct 7, 2008 1:14 PM EDTThe steps taken by the Bush administration in its War On Terror over the past eight years have steadily eroded our Civil Liberties, crapped on our Constitution, defied the rule of law, ignored Congressional subpoenas to testify.... Policies like The Patriot Act, The Military Commissions Act, Guantanamo Bay... I've said it before, now I'll say it again. This administration has turned our once great Country into what now looks more like the old U.S.S.R. instead of what America once was and stood for.
History teaches us that when power fears it may lose power, power sometimes does desperate things in an attempt to hold on to power. In the 2004 Pres election about 30% of the Country voted with the e-voting machines.(no paper trail or recounts) In the 2008 election it will be about 65%. No improvements have been made on these flawed machines. I'm afraid on election night we just could experience something that makes the 2000 Fla. disaster look like small potatoes by comparison. The machines are all in place.

It is amazing to me that some phony story from the McCain campaign about Bill Ayres took precedence over our Congress being strongarmed into voting for a bad economic bill that cost us as much as this war.
How did the media overlook this story??? Where are the investigative journalists to start asking who was threatened and by whom???

Leahy Concerned about NorthCom’s New Army Unit
Senator Patrick Leahy is concerned about the Pentagon’s decision to designate an Army unit to Northern Command.
On October 1, the Pentagon, for the first time ever, dedicated an Army force specifically to NorthCom, which is in charge of securing not some foreign region but the United States of America.
The unit it assigned is the 3rd Infantry, First Brigade Combat Team, which has spent three of the last five years in Iraq. It was one of the first units to get to Baghdad, and it was active in retaking and patrolling Fallujah. One of its specialties is counterinsurgency.
This marks a change for NorthCom, which was established on October 1, 2002. Its website still says it “has few permanently assigned forces,” and that “the command is assigned forces whenever necessary to execute missions, as ordered by the President and the Secretary of Defense.”
[...]
Leahy “asked for a briefing from his staff” on this development and “wants to monitor the situation,” an aide to Leahy said.
Leahy was instrumental in getting Congress to repeal the “Insurrection Act Rider” in the 2006 defense appropriations bill. That rider had given the President sweeping power to use military troops in ways contrary to the Insurrection Act and Posse Comitatus Act. The rider authorized the President to have troops patrol our streets in response to disasters, epidemics, and any “condition” he might cite.
Thank you, Susan. I got flamed terribly for posting this...

IMO, that gives any prez sweeping powers! Any condition, eh?
