Richard Dudley, A.A., B.A.; M.A. in American History., USPAP.
Councilman-At-Large and President of the Common Council for the City of Glens Falls N.Y. from 1993 through 1997. At the same time Vice-Chairman of the Greater Glens Falls Local Development Corporation (LDC) and Vice-Chairman of the Glens Falls Industrial Development Agency, (IDA) a state agency and sworn into as a state official. As Council-Man-At-Large was responsible, among many other things, for chairing yearly budget meetings and over seeing the process that spent weeks each year establishing the nearly thousand line items that comprised the $12 million budget. The process resulted in holding taxes flat for three years and reducing them in the fourth without reducing services. That drove the Republicans absolutely crazy as they knew they had a standard to at least pretend to meet.
As Vice Chairman of the LDC oversaw and implemented special funding, loan programs and incentives to improve and make possible local business as well as Housing and Urban Development (HUD) programs. In this position on the IDA helped maintain and extend a series of specialized tax abatement programs and other major programs to improve the economic climate in the City of Glens Falls.
