Cities supporting Kyoto

It includes several substantive action items, though I'm inclined to suspect that not all cities and towns who signed are moving forward on all of these ideas.

"Green tags" are renewable energy credits, sold by utilities such as wind farms.  Waste to energy is what it sounds like: controlled burning or other processing of various forms of waste material to drive power plants.  (Modern incinerator plants apparently produce very little pollution.)
