The below report from the Center for Government Studies comes as
validation for those of us within the California Democratic Party who
have been promoting Proposition 11 as way to end the ridiculous
gerrymandering that has bestowed upon our state the LEAST COMPETETIVE
congressional and state legislative electoral districts in the
nation. I entreat you to read the below and share it with other
California voters. YES ON PROPOSITION 11!!

The Center for Governmental Studies (CGS) today released
Redistricting Reform in California: Proposition 11 on the November
2008 California Ballot, which makes five key findings:

The independent commission is likely to be more ethnically diverse
than the legislature's redistricting committees. The independent
commission will be more balanced between Republicans, Democrats and
members of neither major party. The independent commission will be
more open to public input than legislative committees.
The districts created by the independent commission will almost
certainly be more competitive than districts created by the
legislature. The independent commission will almost certainly produce
maps through a process that has improved transparency and public
access.

On November 4, 2008, Californians may have their last opportunity to
change the redistricting process before maps are redrawn in 2011—when
new districts will be locked into place for another decade.
California's current legislative redistricting law, under which
legislative committees draw the lines for state electoral districts,
usually benefits incumbents and the political party in power. This
leads to decreased competition; since the last redistricting in 2001,
only one seat changed parties due to competition in 459 legislative
and congressional races.

Proposition 11, by contrast, could increase fairness and public
involvement in the redistricting process, and it could decrease
political manipulation of district boundaries by requiring an
independent commission to follow specific criteria in drawing State
Assembly, State Senate and Board of Equalization districts.

Dear All,

In the grand tradition of the savings and loan debacle of the 80's, the mortgaged backed securities meltdown that currently threatens to undermine our financial markets, NAFTA, GATT, and the invasion & occupation of Iraq, our leaders in the Senate are once again preparing to hoist upon an unsuspecting public another catastrophe in the making.  I am referring to Senate Bill 2191, America's Climate Security Act.  This insidious piece of legislation crafted by Senators Lieberman and Warner and lined with ways for the most clever and unscrupulous among us to make "big bucks" includes the: 

Establishment of a greenhouse gas (GHG) registry and a GHG emission allowance transfer system for covered facilities, including specified facilities within the electric power and industrial sectors and facilities that produce or entities that import petroleum- or coal- based transportation fuel or chemicals. Sets forth emission allowances for 2012-2050, with a declining cap on GHGs;

How I Intend to Spend My $600 Stimulus Package Allowance . . .

Dear All,

Later this week each taxpayer in this country will be receiving their portion of the economic stimulus package that was passed by what can only be described as the combined stupidity, irresponsibility, and corruption of our executive and legislative branches.  Granted there were those who tried valiantly to craft a just and effective package but in the end we got what we got because ultimately influence is for sale in D.C. and the majority of our representatives served us the 21<sup>st</sup> century version of the phrase “let them eat cake.”

I mean really, does any thinking man or woman believe that a paltry $600.00 is going to revive an economy and nation that is trillions in debt, hemorrhaging billions of dollars each month in the most failed and reckless military venture in our nation’s history, and running record trade deficits??

I believe the $600 check I will be getting is nothing more than an attempt to divert attention from the hundreds of billions being spent to bailout the perpetrators of the current financial fiasco.  In a word I am disgusted.  But what can I do?  What can we do?

Well, I could drink the kool-aid and buy that iPhone made in China for $300 that I have been “Jonesing” for the past couple months; or, I could make a month and half worth of minimum credit card payments; OR, or I could do something that could (with the help of millions of other patriotic Americans) do some real good.  Imagine if the checks we are given help to some day bring Bush and his cronies to justice.  I am going divvy up my $600 (or whatever amount I get) in the following manner to the following causes and campaigns:

Urge a 'NO' Vote on ABX1 - The Flawed Healthcare Bill 

You have a chance to make a big difference on healthcare in California. The Senate Health Committee will vote Monday on ABX1, the deeply flawed healthcare bill by Gov. Arnold Schwarzenegger and Assembly Speaker Fabian Nunez. This is a very bad bill for Californians because it forces people to purchase insurance that has no cost controls and that doesn’t guarantee adequate benefits. It’s a bill that benefits insurance companies over everybody else. The early afternoon vote on Monday will be the opportunity to stop this bill from going to the Senate floor.

We sat under a tree in Patrick Briggs' frontyard in Pasadena on Thursday,
next to a row of pansies, on a spring day so lovely it seemed strange to
talk about war.

"It's like the 'The Americanization of Emily,' " said Briggs,
recalling a
character in the 1964 movie who was living the good life while others died
in World War II.

I had heard about the small antiwar rallies Briggs occasionally stages at
Hill and Orange Grove and stopped by to meet him. He's the guy who had a
run-in with Pasadena City Hall in 2004, when officials ordered him to take
down a banner hanging over his front door because it was too big.

It said: "War Starts With W. Bush Lied; People Died."

Briggs, a database analyst, sued the city and won. These days, though, he
and his wife, Maddie Gavel, who writes advertising copy, have a different
sign up. This one says:

"Those Who Exchange Freedom for Security Deserve Neither and Ultimately Lose
Both."

Not much subtlety there, but the disaster in Iraq and continued bickering in
Washington cry out for blunt declarations.

Briggs has spoken out against the war from the beginning, a voice of reason
amid the cheerleading from Washington and the mainstream media.

Briggs, a member of All Saints Church, attended large rallies in the war's
early days, but he didn't appreciate the extremists who insisted the U.S.
was evil and other countries could do no wrong.

"That's no different from what Bush does," he says.

Though he aggressively opposed the war, Briggs recognized the complexities
of history in the Middle East. He wanted to rally for economic and
diplomatic leadership, not tribunals.

He said it doesn't matter whether 200 people or only five show up at the
rallies he helps organize. In the time he's been out there, the tide has
turned, with polls showing that six out of 10 Americans favor a pullout from
Iraq by next year.

I told Briggs that one of the things I'm angriest about is that staying in
Iraq guarantees continued carnage, and leaving could mean even more. It
would be hard to walk away from a mess we created by having gone it alone
when trusted allies and common sense warned against.

"It's a hard thing to do," Briggs said, "but it's hard to
ask our troops to
continue to get killed."

What's even harder is to hear Bush talk about honoring our troops, as he
frequently does, or to suggest that others do not.

No one has done greater dishonor to our troops than President Bush, who
didn't hesitate to send soldiers into battle without a clear signal to them
or the American public as to the reason. Now he's threatening to veto a bill
passed by the Senate on Thursday that ties war funding to a commitment to
withdraw troops by 2008.

We know that critics of the administration have been smeared, that soldiers
have been asked to risk their lives without benefit of the best armor
available, that wounded soldiers have come home to scandalously inadequate
medical facilities.

And yet, here was Bush on Wednesday:

"If Congress fails to pass a bill to fund our troops on the front lines, the
American people will know who to hold responsible."

Yes, Patrick Briggs told me, he too had bristled at that quote.

A warm breeze kicked through the camphor trees and stone pines at Loma Vista
and Hamilton. In Iraq, the death toll topped 130 on Thursday, one of the
deadliest days in years.

Victory For Grassroots in California's 51st AD

Below is an e-mail I recently received from Tim Goodrich summarizing the recent delegate election in Califonia's 51st Assembly District in which progressives took 8 of the 12 delegate seats and elected a member to Executive Board.  This election was held on March 25th after the results of the January election were invalidated due to irregularities.

It is a great example of how being persistent and tenacious in the face of adversity can and will win the day!

Progressive Delegates Running in Los Angeles County

Wow, what a fast paced and exciting last two weeks this has been!  Progressives across Los Angeles County have been coming together to develop slates of candidates for this weekend’s delegate elections.   

Below are slates of candidates representing the very finest representatives of the progressive movement in LA County.   We will really need you to come out and support our candidates.   The other thing I would like you to do is forward this e-mail to as many people you know. 

There are progressives running in a number of other assembly districts and need to be supported.   Some of you may be wondering why these elections are important.  I must confess, it is only in the last couple years (when Jason Brown drug to my first one that I began to participate.)  It was later that I learned the gravity of these elections. You see folks; the Democratic State Central Committee elects state officers to the Democratic National Committee and in gubernatorial and presidential election years develops platforms for the state and quite possibly the nation.  Moreover, the DSCC delegates vote to endorse ballot measures and candidates.  So, anyone elected can have a significant impact on not just state but national politics.

Important Information on Become CA Dem. Party Delegate - Time Sensitive!!

Dear All,

As I mentioned last night at the holiday party, we, the progressives are driving the political agenda.  We must now move from the outside to inside the party in terms of assuming leadership and all the responsibilities and duties that go with it.  Ensuring that progressives become delegates to the state party is a great way to start. 

Assembly District Election Meetings - OVERVIEW

The California Democratic Party is governed by the Democratic State Central Committee (DSCC) of California, membership of which is a two-year position going from odd-year Convention to odd-year Convention.  Starting with the November 2006 election, the state party starts its reorganization, determining the new DSCC, which meets for the first time at the April 27-29, 2007 Convention in San Diego.  As the DSCC members meet annually at the State Party Conventions, they are also referred to as delegates to the State Party.

Approximately one-third of the DSCC is composed of all partisan-level (Assembly and higher) elected officials and nominees, and their appointments.  Approximately one-third are elected by Democratic County Central Committees, which each county getting delegates in proportion to the number of Democrats registered in their county.  The last third are elected in Assembly District Election meetings, held in January.  Each of the eighty (80) AD's will elect 12 delegates, for a total of 960 delegates.

Current By-Laws call for the AD meetings to be held at 2PM on Sunday, January 14, 2007 though there is a pending By-Law amendment which will be voted on by the CDP Executive Board on Saturday, December 9, 2006.  If this amendment passes, the Election Meetings may be held anytime during the weekend of Jan 13 and 14, as long as the meetings start no earlier than 10 AM and no later than 3PM.  Additionally, current By-Laws also allowed for a request to the State Chair for a variance in time, and those have been granted.

Below are the current locations, times, and contact information for the AD Election Meetings.  The initial deadline to arrange a location was December 1.  After that point, for the sites are still pending, Chairman Torres is appointing a local Democrat to find a location, and per the By-Laws, arrange for a site no later than Dec 17.  Again, per CDP By-Laws, all meeting sites, times and dates will be complete and posted no later than December 21, 2007.

To RUN to be a delegate: The State Party will have a form available, both for download as well as to fill out online.  The form will be up no later than Friday, December 8.  The deadline to fill out the form and have it received by the Sacramento CDP office is 5PM on Tuesday, January 2, 2007.  Per CDP By-Laws, you must file 12 days in advance, to be eligible to run for delegate position.

To PARTICIPATE in the AD Election Meeting:  Per CDP By-Laws, you must be a registered Democrat in the Assembly District by the time of the close of registration for the Nov 2006 election.  The only exceptions are for persons who turned 18 or were naturalized as citizens after the close of registration - those persons can register on-site as Democrats and participate.  A $5 registration fee will be collected from all voting participants, to help defray meeting costs.  This registration fee will be waived for those participants who claim economic hardship.

Dear Member,

This Friday, Scott Ritter, former weapons inspector in Iraq, outspoken critic of the war, and author will be speaking at a breakfast this Friday, November 3rd in downtown Los Angeles. There will be a book signing by Scott following the event for his latest book "Target Iran."

The event is hosted by Town Hall Los Angeles. The cost to non-members is $45.00. As I am a member, I and my guests can attend for $32.00 each.

My thought is, member tables for 10 are available for $320.00. If 10, 20 or even more of us would like to attend, I can book the tables.

If you would like to attend, please respond to this e-mail by COB Tuesday, October 31st. Please include your phone number. I can then reserve tables and will send out registration details.

Dear Member,

Want to be part of the biggest upset of 2006?? Now is your chance. Many of our members have been calling, tabling and walking for Cynthia Matthews, the Democratic candidate for Congress in the 26th Congressional District. As the RNC has stopped releasing polling data, it would appear the her hard work her and her volunteers is finally paying off.

Cynthia stunned the pundits two years ago pulling 43 percent of the vote in a heavily Republican district. Not since Paul Hackett's run in Ohio has the there been a Democratic candidate with a progressive message that can appeal to both Democrats and moderate Republicans.

Three months ago an ABC poll showed Drier pulling only 48% of the vote with many undecided. That was before this most recent round of Republican inspired scandals.
