How to get reporters to a press conference

There's a debate going on in my campaign as to the best way to get reporters to come to our press conferences. If anyone has any advice, it would be much appreciated. The two competing ideas right now are this:

should we:

a) Send out a news advisory and then call reporters and tell them what the press conference is going to be about
or
b) Send out a news advisory and make calls simply saying there will be a conference and not tell the reporters what it is in reference to?
